there must be a difference between dali and a monkey with a paintball gun,
between warhol and a fan-girl on deviant art using ms paint,
monet and a kid in art class that doing a splatter painting because it fun and no meaning behind it,

is there no difference between fine art and a pair of dirty pants

What is the difference? Interpretation. It is how people view it.
The role of an artist is to create art. Great art is best defined by controversy, or of great qualities...perhaps for what can be deciphered from it. All and all, it's what other people say about it, not the artist.
I'm a photograher, ok? It's a realm of the art world. I'm 17 (well 17 and a half) but I know what you mean by your question.
Now, There are plenty of photographs that are contemporary that honestly look like shit. They look like blurry messes of film cameras on unknown subjects. Why? because they are. Some are random self portraits- with no meaning, no care, yet they look good stacked together. Great.
I was reading a magazine in NY, in the adirondacks (beautiful place, go there some time..im from CA). 2nd place winner was a person with a photo of sea weed with the colors inverted. Have photoshop? Press command + i. Instant 'cool' look for many.
There are plenty of cheap shots that people use to get good looking pieces of art. Is it fair? Of course not. That's not the point- as long as people call it art, it can be art. Read 'me talk pretty one day' and david sedaris has some nice points on art. The randomness of it- the fools who buy into it. There's a urinal out there that's signed by a famous artist (forgot the name)= its considered one of the greatest pieces of art. Why? It's just a urinal, and it's signed.
Etc.
There is no difference. Part of it is the name. Every smart-ass art student will give some crap piece of work and call it "inventive" or something, just to poke fun at the teacher.
Now if I famous person does it, it looks amazing. You could do an entire thing on stick figures and make tons of money. Try it. Make stick figures on huge canvas with tons of paint, and you'll be famous, trust me.
So there is no difference in those sorts of things. The art that looks like kids can do it, because they can. It's just the people who view it- it's opinion, reputation.
Now, there is a difference between truely great art and bad ones. Look at the work of Rodney Lough Jr. for photography- great stuff. Look at Jimi Hendrix and listen to his music- very inventive. Etc.
Art is not concrete. It is fluid, subject to bias, and not for the light of heart. The reason why those 'stupid redneck country folk' don't understand fine art is because they have been separated from the public enough to see that it's actually quite stupid to believe in it.
Art is art for the artist, and a distraction to the public. True artists can critique the hell out of your stick figures to anything- society, life, death. The public will just question it, like you have.
